Dennis, i think in mild weather you can repot them when they have pretty tiny rootlets, but you need to have a very small transpiration area. for softwood cuttings normally they leave only 2 leaves I think (at least I do). And they need to be in mild weather. I very much neglect them at that stage and as long as we are looking for a reasonable stretch (not very hot or dry, or with a freeze) I just put them where they will stay with a couple leaves. Maybe a little hardening period for a few days first.
