As far as I know, alt-text was created for anyone who cannot use the image format. Initially, this would be b/Blind people & those with slow Internet connections, or in too much of a hurry to load & study the image, and in my case, Neurodivergent people who struggle with visual information and get on better with plain text.
These days, it's also when people turn off images to save on the cost of data on their mobile devices, and also, Web search engine design does as you say use them for finding relevant content too.
My Blind friend says that alt-text should have a meaningful 120 character summary of the key information from the post, followed by a copy of the full post text. That's because for some Blind people like my friend, they can ONLY access the alt-text, not the main post, with their screen reading technology; others can only access those first 120 characters.

As far as I know, the creators of Twitter brought hashtags over from Internet 'chat rooms' to go on the key words of a post. This is to help people quickly search for relevant information on that platform, and other platforms adopted them. Hashtags became particularly popular on Twitter, because the format of the site makes it quick to download over slow Internet connections e.g. mobile phone data in regions not served well by wired Internet, including the Global South.
