Water tanks and battery banks work as ballast. Anything that high and only 8 feet wide, is at risk of being blown over. Large awnings and flip down overhangs can increase the risk. In many areas, you would have to choose the right day or time of day to move the house, since wind is the enemy of such a structure.

DO NOT GO OVER-WIDTH!! Not if you want to move it more than once! Also watch for height--13 foot, 6 inches for interstate, but can be much lower on county roads.
States are cracking down on oversize loads and requiring spotter/escorts which drives up the moving cost to untenable.
Folding awnings/overhangs. They protect your windows on the go as well.

fold down eaves or porches that lock down and close it up when not in use.

Yes, the dimensions are for max allowable width and heights for travelling on public roadways. Granted, you probably have a few inches you could fudge out as you would probably have to really be pissing off the sheriff by the time he busts out his tape measure,but also it can be tricky driving a trailer that is full width if you don't trailer much. If you plan on hardly ever moving it you can probably get away with it, but the dimensions are meant to represent the max any part of a trailer can be.

If your overhang is extended by removable boards it might be ok for transport

Hey all,
I am entertaining the idea of doing a tiny house on wheels, and have read that the overall maximum width for the trailer is something like 8'6" without having a special wide load permit. My question is whether this maximum width includes roof overhang on the house itself? I have to assume it does, but just haven't found a clear answer. I'm pretty keen on large roof overhangs, at least on normal houses, and as I was drawing out some sketches for my tiny house, I originally had a 12+ inch overhang sketched out, but then realized the overall width of the house up top would be over 10 ft. Thoughts?
