I live in B.C. Canada and man, they want a permit for everything. I think America is a lot more lax. You need a permit for every renovation, every garage, every every every thing. BUT I'm not sure about the size, they may not require it on something less than 10'10, if so than it's going to be 9'11x9'11, better believe.
