Many weeds that are well-adapted to periodic drought produce acetic acid themselves to protect against damage. I am still looking into the specific mechanism.
But adding salt to it is interesting to me. The surfactant makes sense, as you want to get through any waxy layers.
But where you have grazers or browsers, maybe it would be a good idea to see what kind of salad dressings might appeal. It could be as easy as a spray of their favourite mineral mix or a fresh cold tea of their hands-down, no question favourite pasture or garden candy. If they're cuckoo for chamomile, maybe a concentrated cold steeped tea from fresh material would make something otherwise impalatable an attractive option.
