It is hard to say because some stoves do have electricity to run forced drafts, but he may mean pellet stoves too. (I am not sure).
Myself, I have a pellet stove and really, really like it. I live in Maine so I think I have heated with everything: propane, oil,
firewood, coal, electric, pellets...and that was what I used last year! (that is not a joke)
My pellet stove is my preferred choice now. It takes electricity, but not a lot. I mean like an almost uncalculatable amount. I have a friend who lives off-grid and powers his pellet stove with batteries.
My pellet stove has two fans. One is an induction draft fan for the firebox, and the other is a blower for the room. Both can be set independently so that heat output matches the heating need.
