Pear tree not happy - Deficiencies?

I have never seen this before. Tree looks weak, the only thing that had changed this year was few grafts that woke up early on in the season and grew vigorously. Could they have depleted some resources?

It looks like heat or water stress, and the soil also looks dry and compacted. A good mulch of organic matter like leaves, could help retain moisture and increase the nutrients available for the tree.
