along similar lines to the pull solution above, I had some extra sand from construction that I dumped in an out-of-the-way corner of the garden on a path (that won't drain into any of my beds). The neighbor cat who loves to crap in my garden has been very busy in this patch of sand instead of in the newly turned over beds.

I may have to do this soon as I have been "adopted" by a cat. After two months of constant harassment she has talked me into feeding her, I draw the line at having her use my whole garden as a litter box though.
