It's a double drive castle wheel. I don't know the maker, but the construction style hints at mid to late 20th Century. Anything written on the bottom?

Which means you might be able to get a replacement flyer. They call it an Orkney wheel because that's where the specific one was made. This style is sometimes called Irish or Boudoir wheels.
The flyer is going to be the biggest challenge, but you have a bobbin. That's a big step towards making this work. Do you have any woodworking experience or know someone who does? If not, there are people who specialize in making replacement flyers and bobbins.
