I work for Dallas ISD, and from our work PCs, I get the message "Sorry Guest, you are banned from using this forum! "
I'm guessing that might be because of excessive activity from one IP address. Maybe even from a person behaving inappropriately from this IP address. However, there are 24,000 employees and 160,000 students who could be using this IP address and all are blocked.
If I'm reading my IP address right, and it's not just internal, the blocked one might be 10.1.115.21 or 10.1.114.3
That worked. I no longer have to remotely access my home PC from work to see the forum.
No clue on the spam, 10s of 1000s of PCs with the same IP can be hard to control. Hopefully any virus bots are gone if that was the cause.

Dallas ISD has an entire block, 220.127.116.11 through 18.104.22.168 assigned to them. It could be computers in different areas are assigned an IP or a group, or even that the IP's randomly rotate as computers are shut down and rebooted. It could have been anyone with authorized access doing something 'bad' or it could be the system is not too secure and someone across the world someplace hacked in. Some spammers are very adept at that.
