Ferro cement water tanks easily support soil load. Pigeons are a great idea. Air moisture can be harvested as dew and then stored in a tank if the conditions exist. Locating leaks underground is difficult. Best is above ground. Shade with whatever if necessary. check http://www.ferrocement.com

Rainwater is best stored above ground in sunlight. Sewage, pollution and disease drain away from stored water, plus there are no fittings to leak inward and contaminate.

The sand problem is easy. Simply install your use pipe a few inches off the bottom of the tank.

Ferrocement roofs are best waterproofed with a mixture of acrylic and cement. Nothing leaches out of the cement into the soil that I know of. Cement is old sea shell rock formations ground and baked to drive water from the stone molecules. The usual environmental concern is energy used to make cement.
