Just bought 20,000 acres of arid land in Somalia, all legal. It receives around 17 inches of rain

The title says it all but I bought 20,000 acres of land in Somalia at a really good price plus right next to the sea. It gets around 16-17 inches of rain per year and it's not like nothing grows out there since there are lots of trees and shrubs. I was wondering if you could give me some suggestions for some cash crops to grow, I'm also planning on some water catchment projects to go with it. I've also covered the security problem as well so it's all good.

Some more details are needed to help you.
What are the soil types, what trace elements are missing from the soil.
Hours of sunlight, mean temperatures, wind conditions.
Soil moisture content, temperature range across hours, days and months.
Humidity. Are any crops grown in the area?
Since its close to the sea, is the land salt affected?

Can the existing plant life support some well managed grazing?
