Weed with silly-string looking appendage?

Can someone help me identify this weed? Its about 3' tall, has a "silly string" thing on the branches and has a thick almost woody stalk. Growing in the sandy loam east of Austin, TX. Everyone in the area I ask just say "It's a weed" and frown seriously. Thanks!
