should be able to look up tax information on any parcel you are looking at from the county's tax website. The one where Boone, NC is located is:
http://www.wataugacounty.org Look under the Tax Department and do a property search. I am not sure how NC does property tax valuations. I would call the tax office for the county and ask about agricultural exemptions which can drastically drop taxes from several hundred dollars an acre to a couple bucks an acre in many places. There are often minimum sizes to be classified as agricultural land (Texas is 5 acres) and usage requirements but the tax office will be able to tell you all that. As always when dealing with government entities, don't use the term
permaculture since that isn't known, use terms they are used to hearing such as agriculture, agroforestry (especially there since it looks like they have an industry there already), or farm. If you are only looking for an acre or so you will probably just be lumped into whatever they have for a homestead.
