CSEB as foundation? compressed stabilized earth blocks

What I've seen online of CSEB construction uses concrete foundations.  

Which caused me to wonder, if earth bags can be used as foundation, and concrete can be used as foundation, why not compressed earth&concrete ie CSEB?

As long as the load calculations for the blocks and for the ground are favorable, wouldn't cseb be somewhat comparable?
