I know I'm pretty late to replying to this, but in case you're still looking for answers: maybe try reaching out to the Santa Cruz Permaculture Guild to see if anyone in the region has ideas for fruit trees that grow well here and wouldn't violate your HOA: https://www.facebook.com/groups/santacruzpermacultureguild/

It's fairly hands-on with its design projects that work with real clients in the region. The course instructor, David Shaw, knows a lot of folks in the permaculture community, so your network of permies quickly expands by participating in the course. You could also connect with the Santa Cruz Permaculture Guild and see if anyone there has done the Gaia University program or knows of other programs: https://www.facebook.com/groups/santacruzpermacultureguild/

You can also get to know folks and get your PDC through Santa Cruz Permaculture. The course meets one weekend a month for six months; it's a lot of fun, you get hands-on experience, and you become part of a permaculture community that spans the Bay Area. There's a new permaculture center in Santa Cruz that was started a couple years ago. It's called Santa Cruz Permaculture, and they offer PDCs, workshops, and are planning on offering other services and classes. Their next PDC starts in April; I highly recommend it!
