I am going to go purely practical in this post and leave out the coolness factor.
Cloak Pros
-Breathable aka you don't sweat as easy. Coats and Jackets for myself unless it's the right temps can make you sweat and make it uncomfortable.
-Work in a very wide range of temps in the fall and winter.
-In Colder weather pair it with a hooded long sleeved t-shirt and it makes up for any lack of warmpth.
-Great for walks, you can keep warm without sweating.
-Can be used in conjuction with a light jacket if you need it. Keeps you warm in cold weather and if you have to use your hands a fair bit.
Cloak Cons
-If you have to get on the ground or in tight spaces. It will snag on things and get dirty. But the dirty part is with any piece of clothing. I do work on a farm/ranch in the country.
-Complex tasks are can be difficult. Can be overcome as you get used to it.
-If you have to open your cloak to use your hands a lot it can be a bit of a pain since it lets in the cold. Can be overcome with proper pairing of other clothes.
Notes
-Believe it or not you can use a cloak in a car. You just have to have the right length. Don't use a full length cloak.
-If mobility is a problem use a shorter cloak, and pair it with light warm clothing.
-Cloaks in my opinion are best for heat managment when you have to move a lot.
