I have been soaking pulses and seeds for over 40 years. I have always used the soak water to water indoor and outdoor plants. I can only say that in my experience, anytime a house plant looked like it was dying, after i put soak water on that plant, the plant would miraculously, within a day, show new growth, and would thrive.
