I suspect no one can give a definitive answer because you are changing the standard design as well as having the normal variation in materials (construction materials plus fuel), vent configuration, etc. Your best bet is to build your version of chamber length somewhere it is legal and work the kinks out befor you get busted. Once you lose the trust of neighbors they'll always be checking on you.
