growing spirulina in closed loop photobioreactor on roof tops

Recently i have come across a thailand company which is growing spirulina on roof top in connected buckets.

can any body please explain how just using one airblower they are able to transfer liquids continuosly from one bucket to other and how the plumbing of the buckets is done.roof top spirulina
