You probably could. Leaf mold is easier to get though, and the most useful part of IMO 1 is becoming IMO 2 3 and 4. 2 is stable, 3 and 4 are integrated with local soil & biology. Culturing IMO 1 in a liquid with starch in it doesn't have any of these benefits.
