I'm not a forester. I did own 40 acres of plantation pine at one time. The contractor may have meant that at the present size they are only usable for pulp. I had my stand thinned once and I believe that they were "pulped" as they called it since they were not yet at the correct size. Call the nearest usda office or state forestry office. I have found them very useful and easy to contact in my state. I bet you will be happy with what you find out.
