It has been some time since you posted your query, and I feel that the credibility of permaculture has grown considerably over that time, especially with EU governments.
Did you pursue your project, and have you encountered resistance to earthwork modifications to your land for water conservation etc?
I'm now in a similar position with our project in Andalucia and would like to know what is likely to be problematic if you now have any first-hand experience.
Has anyone else with a permaculture project in Spain have a story to tell or experience to share?
