So the easy way to do this is to use a pinch roll bender, you can find plans online, for example

Then you just roll it through, making multiple passes until it's what you want. Makes a nice smooth arc, and isn't difficult to make if you are only bending thin wall tubing. If you are bending thicker stuff, unless you are a pretty good fabricator you are probably better off buying one, something like this
