This is actually my very first post on permies, yay, but i may know a place that could offer a "mostly" plug and play soloution. If i remember correctly Hydrocoil turbines which use an archemedes screw based design work very well with high volume low head waterflow. In their specs they state that the system can work efficiently with as little as 1 Meter of head height.  With you having about 85-90% of that at 2.7' and also having such a high volume captured in a long drainage pipe, id be confident you could possibly fashon a concrete casing if sorts for their 12in model and insert it at the end of your drainage pipe. Their 12" model is supposed to generate 1.8kw/hr in ideal conditions. We have some creek we are looking to build a low water dam on to do a very similar build, but rather than a pioe constricting our flow our turbine will be installed at the base if a dam wall built about 24" high
