The laws of physics changes drastically with size,I I propose a long line of giant cylinders that freezes water using the expanding water to wind a giant spring, ( we are talking like a city block) then cylinders split when expansion is reach releasing frozen cylinder into a lake of water fitted with giant aluminum towers coming out of Lake to help melt the frozen water cylinders and at the same time cooling the town or cities if strategically placed.
