I hear Encarnacion is perhaps a better option? (Argentinian, Brazilian, latino crowd, aka "cheaper", more peaceful, but also less entertainment options)
I wonder what you meant by "mixed feelings"? As a developing nation for sure it has a number of challenges.... have you lived in places like that before? Do you speak the local language? (usually makes you less of a target)
