What kind of plant is this? - mullein

looks like a mullein of some sort? Verbascum spp.

I agree it does look like mullein. The photos in this wiki link are what it looks like here in southern oregon.

I agree it looks like mullein. Are the leaves soft & fuzzy? That would be a good indication that it is mullein.

I don't suppose you have a pic of the center of the plant, without the leaves crossing over it? From this one, it looks like it's either 2 mullein plants, or something else. There are a handful of fuzzy plants, that are very similar, including mullein, lamb's ears, and dusty miller(though that leaf pattern/type doesn't look like this one).
