To my mind, the problem is knowing what to test for. Water is a near-universal solvent and transport medium. Just about anything could be in there.
I suspect it would cost a fortune to purchase all the equipment needed to cover all the bases. Plus, there's the cost of replacing consumable items (test strips, sensors) and keeping the equipment calibrated.
Personally, I would take it to a lab and pay the fee.
