Yes, hens normally lay small eggs when they first start out, and the eggs get larger as they get older. I've had three-year-old hens that laid eggs so big you couldn't close the lid of a jumbo egg carton on them! (These were dual-purpose hens, Barred Rocks and so on.) The small first eggs are known as pullet eggs, since they are laid by pullets (young hens).
