Can you get away with a 90 degree bend at the very start of your flue?

Yes (although it probably depends on the burner), but it's not recommended. Any bend in the flue reduces efficiency. To what extent that matters in your situation depends on your situation.

(So perhaps you could be more specific about that situation? e.g. what sort of "burner" are we talking about here?)
