I am looking to turn two 250 gal old oil tanks into a methane digestor for manure. I was curiuos if the old oil residue in the tanks would deminish the the anerobic process.

The oil will probably get digested as well. Bacteria (and fungi) get very innovative when you give them a carbon food source.
