Need black and sandbar willow cuttings ASAP. Good season for cutting is running out!

Looking to implement a willow spiling to stop erosion at the edge of a field that butts up to the pomme de terre river. It's going to take a lot of live stakes, >3' in length, something like over 500. I'm on a budget here, anyone familiar with where to forage black or sandbar willow varieties? The technique is like building a waddle structure, but with live willow cuttings, backing the bank side with soil to create a physical barrier that stops erosion long enough for the willow to root and bind.
