It definitely uses a battery, you can see there is a big motor on the right side of the rear wheel when she pulls out ahead of the car. If the walking motion provides any power to the wheels it would have to be very little, as there is so much friction to be overcome beneath the feet. It does seem like a nicer way to walk on a treadmill than stuck inside a gym. People are always inventing whacky ideas to improve upon the traditional bicycle, but in my opinion it can't be done.
