Steiner in Germany in the early part of last century, Rodale in the US and the Soil Association in the UK and the Commonwealth during WW2. There was a big upswing in the use of chemicals to farm between the two wars, which I guess prompted people to start thinking about what was going on and try and preserve the older ways of gardening/farming.
The February/March issue of Rodale's Organic Gardening gives a great timeline. In it, they mention how Rodale was inspired by the book "An Agricultural Testament" by Albert Howard
