Most dogs will not learn to cover themselves with a blanket, but a blanket may be suspended from the roof of their dog house from all four sides. Allow it to drape onto the bed in the center. This is an effective way to shrink a doghouse which is too large.
Most dogs will learn to lift up the blanket with their snout as they enter. They then work themselves into a comfortable position under the blanket.
There's not much risk of entanglement. Certainly not comparable to being tied up.

This same concept can be used on a back porch or on an old couch that's under cover. My dog liked her soft couch. When combined with a comfortable bed, this keeps them much warmer. Drafts are reduced.
Just about any bright dog, will figure out how to use a suspended blanket. I only used it with one dog. She figured it out right away.
It would probably work for goats, if they don't shred the blanket.
