I just bent the tops over on my onions (many were already over on their own). Do I need to also stop watering until I harvest in a week or two?

Stop watering, otherwise the onions won't keep.

no they dont need water at all if their leaves started to dry out. they can stay few months like this... they live 2 years so they need this ability to stay over winter....
