Hi Ed, I have also thought about making power with a rocket stove. It seems to be a perfect fit for steam generation do to the high heat created in the heat riser. What really caught my interest was an episode of Jay Lenos garage. He featured one of his Doble steam cars that produces steam more or less instantly By way of coiled tubing in an enclosed area/drum. I looked into producing power with a tubine, but from what I was able to gather, they are way to loud for a domestic situation. Then, I tried to find a modest size steam engine, new or used, and found them to like hens teeth. I would still go with the turbine do to the fact they have sealed bearings, so no steam oil and the problems it creates.  I, myself have given up any hope of producing power, and have moved on to sucking every ounce of heat energy out of my build. That is going to include coils of copper pipe in the bell, attached to a radiator. So far, I'm looking at using a Davies, Craig 12v automotive auxiliary water pump combo to keep the water from boiling, and to pull the heat out of the system using electric fans. My situation doesn't allow any sort of mass, solid or water so, efficiency is what I have to work with. For your set up, I can envision the steam producing power, then being directed to a holding tank . As the water\ condensate leaves the tank, you would be able to harvest heat for your house\shop. That could be a nice system if you can get it to run. I am a fellow Washintonian, living in Seattle at the moment. It's Good to know there are other like minded people nearby!
