some folks in Scandanavia are trying to harvest the atmospheric electricity.

I think "Atmospheric electricity" is the regular diurnal variations of the Earth's atmospheric electromagnetic network or, more broadly, any planet's electrical system in its layer of gases.Two gases make up the bulk of the earth's atmosphere: nitrogen (N2), which comprises 78% of the atmosphere, and oxygen (O2), which accounts for 21%. Various trace gases make up the remainder.

possibly, but Tesla was harvesting the energy when he was in Colorado.

seems like th energy actually gets charged by the sun , via flux tubes. They are still a mystery, even after the THEMIS/Cluster satts. Haven't heard if they found em at the moon....
