In the summer of 2019 we got a call from the reality TV show "Homestead Rescue". Marty Rainey and his family come down from their Alaska homesteads with chain saws and big machinery and help turn things around for folks whose American Dream has turned into a nightmare. They were on their way to repair and finish an Earth Ship a couple hours from my house in Ohio and they wanted to know if the tire bales could be covered with cob and if Uncle Mud could show them how. So we spent a day getting them muddy. A month later I was passing through the neighborhood and stopped to see how it had turned out (the episode wasn't set to air for several months yet).
The answer is YES. Tire bales are a lot better walls when covered with cob.
