CEB without Cement or lime?

Just a quick question. I have come across a machine that can cut CEB blocks to make curved walls:

The only thing is it can only cut blocks that have been made
without
the use of cement or lime.
So, is there a method of making strong, impermeable and uncompromised CEB blocks without the use of cement or lime?
