Aerating compost: typically people turn compost to aerate the pile. Could you run a soaker hose thru the pile and aerate with a foot pump? You could also add water to a pile this way.

Jean Pain compost pile: if you chased the ‘heating hose’ with a soaker hose you could ‘adjust’ the compost pile by adding air and or water as needed.

You could, but as far as I know, turning is more about moving materials around, so that the bacteria have new sources of food.
I also suspect that a stationary sooaker-hose just wouldn't do the job as far as even watering's concerned.

You can make the pile with perforated drain tile pipe through it (daylight the pipe on either side of the pile. It isn't as good as turning but it works o.k.
