If you are not looking at doing earthworks, then your best bet is to grow your soil. Where are you in the mid-west?
What is your current situation? Soils, grade/terrain, general info?
There are a lot of ways to improve the moisture holding capacity of your soil. The biggest most known way is to increase the OM% (percentage of organic matter). Cover crops can achieve a lot of improvement as well.
