I came across this program through the state of Pennsylvania that will match 50/50 funds for municipalities and non-profits for tree planting along streets, roads, parks, etc. It does look like they are still accepting applications for 2014. Not sure what the total amount of funding is for the year, but something worth looking into.

They define the acceptable species, but some of the trees are even ones that would be used in food forests, so a sneaky way of getting extra picking availability!
