compost tea

My compost tea has a strong ammonia smell. It has been aerated for about 3 weeks in a 30 gal. trash can. I have use some a few times but didn't use all available. I refilled from another container of unaerated tea that is stirred occasionally and refilled with water and a scoop of compost. My question is can I use the ammonia smelling stuff or will it be too strong for the plants, or even toxic to soil bacteria?

If mine had the described smell,  I would test it on unimportant plants,  and diluted to almost  weak tea colored.
