I would definitely say bird's foot trefoil but add that over here at least there are two species, common and greater, and greater has hollow stems and more likely to be found near water.
Thank you all, my mom did confirm after I sent her a few links to Birdsfoot Trefoil images & web info pages, that is the same plant. Much appreciated, my husband and I were stumped by it.
