As a landowner in fence out territory, my take is that the laws are obsolete. I think one thing that was missing from the cattle rancher perspective is that a lot of our laws are driven by who has or had the money to lobby, and in this case in years past it was the cattle ranchers. In today's world, there are valid concerns over climate change that call for humans to consume less meat, and there are new technologies being created to produce meat that do not require free range grazing. Sometimes as I get older I lament some of the things that are changing about society, but at the same time I have to be able to adapt to new situations and the state of the world today. I can definitely see how, in the past, the cattle rancher perspective made sense given the situation and the hypocrisy of someone who ate cow meat not wanting cows on their land, but on the other hand in today's world this just doesn't work anymore as an argument and I think we'll slowly fade over the next one to two decades. I also like to be sensitive to power differentials and people who work hard to purchase the one thing that they have in life, which is often just a little bit of land. In my own experience with ranchers, I've personally felt bullied by two different ranchers one of whom takes the liberty of coming onto our property to check on his cows whenever he feels like. Will be taking the fence approach and do like animals in general, in fact love animals and seeing the baby cows with their mamas, but I am definitely not a fan of the bullying that I'm hoping is just limited to a few bad apples but suspect may be more widespread.
