I live in France, it's complicated, depends on the region as well. Depends on what you want to do. If you want to start a big farm like hectares i would think you're going to run into bureaucratic problems. Friends of mine bought land which was buildable (look for terrain constructible on le bon coin) and got a permit after paperwork and have a strawbalevilla build on it in the middle of parc naturel Morvan. Others have bought a ruin and build a small strawbale house and are busy transforming a garden into a small farm. I have a house and work in the garden and the neighbor farmer saw that and now we have a
project together. I know a couple which was looking for people to live on their super big land, i can ask if that's still happening if you like. Here you can make studios of 20 square meter without permit. The local government won't legalize you, because if they do you can demand of them they supply
water and electricity. Costly stuff. If you're self sufficient and well behaved, which they will monitor (dreadlocks and dope they don't like) they'll let you be. Especially if you give wine and whisky to the mayor. I live in a village of nine, and am the youngest at 45.
Estonia, i don't know much about but that they are young dynamic modern and into making money. But i've not been.
