I think some mulch after planting might serve the same purpose as planting deep?

If lucky might get the one garlic I pushed in a couple of inches yesterday, the rest, mulch for garden, or expensive lesson.

The deeper the bulb, the more insulation it has from the cold weather, so the more energy it expends with top growth before spring. If you live in a colder climate, this seems like it should be less of an issue.
