It sounds like you want more landscaping design than garden design.
There are some different pieces of software out there such as Growveg, Garden Planner,
Online Kitchen Garden Planner, and many others. I have tried a good majority of them. But for me, I wanted less cutesy graphics, and more data on what I planted when and where. While I've been toying with the idea of writing my own, I have in the mean time just used Excel (or LibreOffice Calc). I make all the cells into a square and then create my gardens. I use 1 cell to equal 1 foot. With a 30" bed and an 18" path, it equals 4 cells for each row. I don't show the paths. I highlight the row (or half row) with a color denoting what I'm planting (orange - pumkin, green - beans, maroon -beets, etc). Then I add a label with what variety I am planting there. I use a different tab for each garden plot. I also have some calculation tabs where I shrunk the cells down small, and use each cell to equal 1inch. I have a 30" by 4' bed highlighted in brown, work out plant spacing by highlighting a cell for the plant and counting over however many inches the spacing
should be. Then I just use a calculator to extend the bed to the full length. If I can fit x number in a 4' bed, then I can fit so many in a 20' or 30' bed. I save a new file for each year, so I can go back and look at what I planted where, so that I can make a crude attempt at crop rotation.
All that to say, I wanted data. I wanted to know I planted 35 martinos roma tomatoes in this row last year in this plot. I don't care to show the plot on a map or have any sort of graphics. I personally wanted more of a data program to track where I bought seeds, how much they were, when I planted, how many I planted, germination rates, etc. Other people want more of a visual layout planner, where they show where the plots are on the property, and what is planted there.
